Caroline County Police Accountability Board selects conditional appointee for administrative charging committee

The Caroline County Police Accountability Board on June 15 approved minutes from its prior closed session and moved into a new closed session under Maryland law to interview applicants for the board’s administrative charging committee.

The Chair said the closed session was authorized under Maryland Code of General Provisions Article 3-305(b)(1) to allow the board to consider appointments and to protect applicants’ privacy. “The discussion will be held in closed session to protect the privacy interest of the applicants and to allow for candid discussion regarding their qualifications for appointment,” the Chair said.

Board members reviewed three applicants for an upcoming vacancy on the administrative charging committee, the Chair said. After deliberation in closed session, the board reconvened in open session and the Chair announced that the board had extended a conditional offer of appointment to one applicant; the name will be released once stated conditions are met. The board did not state the conditions or the appointee’s name during the open meeting.

The board recorded roll-call responses before entering the closed session. The meeting minutes read that the board met under the Maryland Police Accountability Act to ensure compliance with statutory requirements while filling the vacancy; PAB attorney Stuart Barrow and PAB administrator Kim Raider were listed as in attendance.

With no members of the public wishing to speak, a committee member moved to adjourn and the motion was seconded by Dave Whaley. The board voted in favor and adjourned.

The board did not release additional details about the selected candidate or the conditions attached to the appointment at the meeting. According to the minutes read into the record, the board interviewed three applicants for the vacancy and said it would announce the appointee once the conditions had been met.
