Calhoun County supervisors approve motorgrader purchase, personnel pay increases and a VA commissioner appointment

ROCKWELL CITY, Iowa — The Calhoun County Board of Supervisors on Tuesday approved a series of routine but substantive actions, including the purchase of six pre-leased motorgraders, small pay increases for secondary roads employees, an appointment to the county Veterans Affairs commission and a budget amendment for fiscal year 2024–25.
Chairman Dave George and Vice Chairman Cory Ridgely led the meeting at the Calhoun County Courthouse. After the Pledge of Allegiance the board approved the meeting agenda and the minutes of the previous session by unanimous motion.
The board voted to purchase six pre-leased motorgraders; payment will be split so three units are charged to FY 2024–25 and three to FY 2025–26. The motion to approve the purchase was made by Vice Chairman Cory Ridgely and seconded by Chairman Dave George and carried with all members voting in favor.
In personnel actions, the board approved a $0.50-per-hour six-month probationary pay increase for Dustin Rowen and Jacob Davis in the Secondary Roads department and a $0.15-per-hour longevity increase for Randy Kraft, also in Secondary Roads. Both motions were made by Ridgely and seconded by George and passed unanimously.
The board approved Aboveground Permit 1A-2025 for MidAmerican Energy Company to install a line along the north side of 170th Street from Marengo to Newhall Avenue. The permit motion (Ridgely/seconded George) carried with all members voting aye.
Thomas Potter, Calhoun County Veterans Affairs director, presented department updates. By unanimous vote the supervisors appointed Joe Kangley to replace Daryl Bean as a VA commissioner.
At 9:40 a.m. the board convened a public hearing on the FY 2024–25 Budget Amendment #1. The minutes record that no members of the public attended or filed comments or objections; the board closed the hearing at 9:42 a.m. and approved the budget amendment by motion (George/seconded Ridgely). The minutes note that full documentation is available in the Auditor’s office.
The board took a teleconference with Pocahontas County regarding Joint Drainage Ditch 79-40 work order C-08-2025; the minutes record the teleconference and direct readers to the Auditor for full minutes. The supervisors also approved drainage work orders and drainage invoices by unanimous motions.
Cathy Voith, the county recorder, presented a request to purchase a new desk; the board approved the purchase from Office Elements. Charity Vogel, Rockwell City Chamber director, presented plans for Sweet Corn Daze; the supervisors approved use of the courthouse grounds for the Aug. 2, 2025 event.
IT Director Steven Heinlen said he is awaiting additional furniture quotes for Annex I. Facilities Director Dewey Snyder reported that the courthouse lactation room should be completed by the end of June, that a bid is pending to modernize the courthouse elevator (electronic/modernization components plus labor), that a counter quote from Jeff Blair will be presented for the Clerk of Courts office, and that staff is working to obtain a generator for Annex II.
The board reviewed and allowed claims checks numbered 79245–79385, bank drafts DFT0004963–0004982 and stamped warrants 505843–505845. The minutes include a detailed list of vendor payments and amounts filed in the public record (SEG 003–SEG 014). After completing business the supervisors adjourned and set the next regular meeting for 9:00 a.m. Tuesday, May 20, 2025.
