Council approves employee guide and fee changes, hears CEDA update, tables mowing ordinance and adopts county hemp rule

At its Feb. 18 meeting the Rushford Village City Council approved a revised 2025 Employee Reference Guide, updated the Pay Rate Fee Schedule, received a CEDA progress report on grants and the comprehensive plan, tabled a revised Mowing Ordinance #7 for further review, and approved a resolution to adopt Fillmore County Ordinance 20230523 regarding hemp and cannabis enforcement.
The council approved the Employee Reference Guide revisions, which the minutes say include updates to PTO/ESST language, removal of references to collective bargaining agreements, clarifications for Fire and EMS volunteers and court-appearance policies, changes to the life-insurance plan and the addition of health and dental insurance options. The motion to approve the guide was moved by Robert Hart and seconded by Mike Ebner and recorded as carried.
Treasurer Judy Graham noted the Pay Rate Fee Schedule needed two corrections: adding mowing to the man-and-machine hourly rate ($175/hour) to align with Mowing Ordinance #7 references, and correcting the billing rate for quarterly 95-gallon trash carts to $1.00 per month (minutes say it had been shown as $1.50 per quarter). The council approved those fee-schedule revisions.
Rebecca Charles (CEDA) presented monthly and annual activity. The minutes record CEDA’s contract at 16 hours per month and note 2024 grant receipts of $58,200 for the city (Safe Routes to School $45,000 for design and planning; Taylor Rural Improvements $13,200 for playground equipment). Charles said the comprehensive plan is about three-quarters complete and that she will continue seeking grants to help landowners’ engineering costs and recreational infrastructure. The minutes do not expand the acronym “CEDA.”
City Attorney Joseph O’Koren presented a revised Mowing Ordinance #7 but said he did not include penalty language; the council tabled the ordinance to allow member review and possible edits. On Fillmore County’s hemp-and-cannabis ordinance (Ord. 20230523), O’Koren advised the council that Rushford Village could either allow county enforcement or adopt a more restrictive local ordinance but that a local ordinance would increase enforcement responsibilities; the council approved Resolution 2025-02-18 to accept the county ordinance for enforcement within the village.
The minutes record motions and that actions were carried but provide no roll-call tallies. The meeting adjourned at 7:34 p.m.
