Council holds over Lennar rezoning for 34.13‑acre Crystal Grove site after residents raise environmental concerns

The Common Council of the City of Crown Point on Monday read in title only and held over an ordinance to rezone 34.13 acres at 13209 Delaware Street from R‑1A to R‑2 for development by Lennar Homes, conditioned on a recorded zoning commitment limiting the site to single‑family homes.
Attorney Jim Wieser, representing the petitioner, told the Council the zoning commitment—intended to run with the land and be recorded with Lake County—would require the property to be developed solely as single‑family residential, limit the total number of lots to no more than 172, and set minimum lot dimensions of 80 feet in width and 125 feet in depth. Planning Administrator Josh Watson read the staff report during the hearing.
Several residents urged fuller environmental review before the project proceeds. Jamie Lies said neighborhood observers had reported actively nesting sandhill cranes and bald eagles and raised concerns that wetlands on the site were not flagged in the wetland delineation; she said neighbors had contacted the Indiana Department of Natural Resources, the U.S. Army Corps of Engineers and the U.S. Fish and Wildlife Service about the habitat concerns. Lucille White objected to a prior listing that had included a parcel she owns for rezoning and said the issue had been addressed by city staff.
Member Zack Bryan asked that the signed and recorded zoning commitment be added as an exhibit to the ordinance. Member Andrew Kyres moved to read the ordinance in title only and hold it for a second reading provided the zoning commitment is signed, recorded and delivered to the Council before the next reading; Member Laura Sauerman seconded. The motion passed 6‑0 by voice vote with Member Scott Evorik abstaining after earlier recusal.
The ordinance remains at first reading; the Council will consider final action at a later meeting once the recorded commitment is provided.
