The Madelia City Council scheduled a public hearing for 6 p.m. on July 28 to consider repealing the current moratorium and replacing ordinance 115 with a new cannabis ordinance, council members said.
A staff member who drafted the proposed ordinance said the draft removes a maximum-number registration clause for retailers and adds language governing temporary cannabis events. The draft would limit such events to 8 a.m. to 10 p.m. and prohibit events within 200 feet of a school, daycare or residential treatment facility, the staff member said.
Council members questioned whether parks should be treated separately and whether the city should explicitly forbid consumption in public parks or handle requests case-by-case. "You could put a no-smoking provision in the park," one council member said during the discussion, and other members raised enforcement and zoning-overlap concerns.
Staff noted that the draft ordinance contains restrictions beyond zoning and that all event permits would require council approval if the council chooses to retain that step. The council was urged to read the full draft and come prepared for the public hearing, which will determine whether the proposed text moves forward or is revised.
No final ordinance vote was recorded in the workshop transcript; the public hearing will be the next formal opportunity for public input and a council decision.
