Council advances wastewater regionalization with approval of Birch Pond decommissioning plan

Jared (Bolman Inc.) told the Foley City Council on Feb. 10 that the next phase of the regional wastewater project includes decommissioning existing ponds (Birch Pond), removing bio‑solids, performing grading around edges and reseeding the area. He said plans and specifications will be prepared for bidding and that the PFA will allow the work to be included in the existing loan.
Jared presented an engineering services proposal with a not‑to‑exceed fee of $195,000 to prepare plans/specs and manage bidding; he estimated the total construction and associated costs could reach roughly $2–$2.5 million and indicated a tentative completion target of fall 2026. Council moved and seconded to consider approval of the Birch Pond decommissioning plan and the motion carried.
Next steps: staff will prepare plans and specifications, seek bids for bio‑solids removal and grading, and coordinate PFA loan inclusion; staff expects construction and final site restoration later in 2026.
