The Portland Public Schools Board of Education voted unanimously on June 23 to ratify a two‑year agreement with the District Council of Unions (DCU), approving Resolution 7330 by a 7–0 vote.
Superintendent Dr. Tiffany Armstrong introduced the item and thanked staff and the DCU bargaining team for months of negotiation and mediation. Senior HR leaders said mediation helped both sides “see each other’s perspectives” and reach the final terms. Kimberly Gibson, senior director of employee and labor relations, told the board the agreement reflects a balance of fairness for employees and the district’s current financial constraints.
DCU’s incoming president Daron Boyce addressed the board and said he looked forward to representing maintenance and operations workers and maintaining collaborative relations under the new contract. Outgoing DCU leaders were thanked from the dais for their work during a difficult bargaining cycle.
Chair Wong moved the resolution, Director Split seconded it, and the board voted without public comment. Student representative Retorto also voted yes.
The agreement will be implemented according to the terms presented by the parties and reflected in the resolution. Board and district staff said they will return to the board if any follow‑up approvals or formal ratifications are required for implementation.
