Southampton Township Committee approves routine resolutions, schedules special roads meeting and joint water-rate hearing

At its Sept. 16 meeting the Southampton Township Committee approved five resolutions including a shared-services agreement with Burlington County and a budget insertion under N.J.S.A. 40A:4-87, approved storage-container licenses and the bill list (with one abstention), scheduled a Sept. 30 special meeting to award road contracts, and set a Nov. 18 joint hearing on Pinelands Water rate increases.
The Southampton Township Committee on Sept. 16 approved a series of routine municipal resolutions, authorized shared services and set two near-term meetings to handle road contracts and a utility rate hearing.
Mayor Ronald Heston presided over the meeting at the Robert L. Thompson Building. On a motion by Committeeman William Raftery, seconded by Deputy Mayor Elizabeth Rossell, the Committee adopted Resolution 2025-109 authorizing membership in a mutual aid and assistance agreement and Resolution 2025-110 authorizing a shared-service agreement with the Board of County Commissioners of Burlington County; both measures passed on a unanimous roll call. The body also approved Resolution 2025-111 (adjustments to the tax collector's records and accounts), Resolution 2025-112 (providing for the insertion of a special item of revenue into the municipal budget pursuant to N.J.S.A. 40A:4-87) and Resolution 2025-113 (approving and accepting a performance guarantee and inspection escrows for 1716 Route 206, LLC, Block 3101 Lot 9). Each of those resolutions passed by unanimous roll call.
The Committee approved two storage-container licenses (1831 Route 206, two containers; 215 Landing St., two containers) and approved bills for payment on a motion by Committeeman Arnold Harrison; Committeeman James Young abstained from the bill list.
Administrator Brandon Umba told the Committee that a joint meeting has been scheduled to hear Pinelands Water's proposed rate increase on Nov. 18 from 4:30 to 5:30 p.m. at the municipal building. The Committee also set a special meeting for Sept. 30 at 6:00 p.m. to consider awarding contracts for the 2025 Local Roads Program after bids are received.
The governing body adopted Resolution 2025-114 to enter executive session for attorney-client privilege; the record notes the Committee entered executive session at 6:48 p.m. and returned at 7:46 p.m. Mayor Heston stated contracts were discussed and no public business was conducted during that session. The meeting was adjourned at 7:46 p.m.
Why it matters: The shared-service and mutual-aid agreements and the upcoming decisions on road contracts can affect local service delivery and municipal spending; the scheduled joint hearing gives residents a formal avenue to comment on a proposed water-rate increase. The Committee encouraged residents to attend the Nov. 18 meeting and to file comments with the Board of Public Utilities or the appropriate regulatory body.
