Southampton Township approves Retreat Road Phase III final payments, shared services deal with Lumberton

Mayor Ronald Heston presided over the meeting at the Robert L. Thompson Building. Committeeman William Raftery moved to approve the minutes from June 17 (regular and executive session) and June 27 (special meeting); Committeeman Arnold Harrison seconded, and the roll call was unanimously in favor. The Committee then approved a series of formal resolutions by roll call votes with all members present voting yes.
Among the actions, Resolution 2025-90 authorizes a shared services agreement with the Township of Lumberton to share vehicle maintenance services. Resolution 2025-92 (Change Order No. 1 Final) and Resolution 2025-93 (Payment No. 2 Final) finalize contract adjustments and authorize final payment for the Reconstruction of Retreat Road Phase III. Resolution 2025-94 authorizes the purchase of a public works vehicle and equipment through Sourcewell contract #032824-NVS. Resolution 2025-95 authorized a performance bond release for the Retreat Road Phase III work. Deputy Mayor Elizabeth Rossell, Committeemen Arnold Harrison, William Raftery and James Young joined the mayor in voting for each measure.
Resolution 2025-91 provides for the insertion of a special item of revenue in the municipal budget pursuant to N.J.S.A. 40A:4-87; the resolution passed on a unanimous roll call. The Committee also approved bills for payment on a unanimous roll call.
The meeting record shows each motion was moved and seconded as noted on the agenda and passed by voice/roll call with five affirmative votes. No public controversy or substantive debate on the resolutions was recorded in the public portions of the meeting. The Committee later entered an executive session for attorney-client privileged matters and, on return, stated two items were discussed with no formal action required.
