Board approves continuation of Timberline Medicaid billing arrangement; staff note platform changes after acquisition

The Waterloo Community School District board on Nov. 24 approved a continuation of its third-party Medicaid billing agreement with Timberline Billing Services LLC.
District staff described Timberline as the district's Medicaid platform since about 2021 and said the company was acquired and its business is being rolled into Relay, a Delaware-based firm. District staff said the current Timberline arrangement processes roughly $1.5 million to $2 million in Medicaid claims for the district annually and the contract specifies a fee of 5% of net claims.
"The current contract we have with Timberline, we pay 5% on net claims," CFO JT Anderson said; staff added that the negotiated 5% fee is lower than many providers in the state. Special-education and Medicaid coordinator Angela Montgomery (identified in the meeting) said the Timberline platform has helped the district capture claims and that the transition to Relay raises questions about workflow and compliance; staff said they will reevaluate vendor options at the end of the year.
Board members asked about records and compliance: staff said Timberline's platform supports electronic uploads that meet Medicaid documentation requirements, and the district's special-education staff routinely review reports to ensure claims are captured. Board members pressed about how much revenue might be missed without a third-party platform; staff deferred to Montgomery for precise estimates but said the vendor helps staff capture eligible claims that otherwise might be missed.
The board voted to authorize the Timberline agreement as presented. Staff said they will revisit the vendor relationship after the current year once Relay's platform and the vendor landscape are clearer.
