City reports wastewater regionalization progress; decommissioning design and funding work ongoing

Jared (city staff) said crews have made progress on punch‑list items and started abandonment of the outfall pipe at the golf pond. "They're anticipating either next week or the following to complete the sealing of that pipe," he said, and he expects final paperwork, operator and maintenance manuals, and as‑builts to be delivered prior to project closeout in late summer.
On the decommissioning project Jared said design work is scheduled in 2026 with Minnesota Pollution Control Agency review next spring and bidding in mid‑summer; the city has submitted funding applications to potential PFA (Public Facilities Authority) programs and expects to learn results in the fall. Council and staff discussed the possibility of using sewer fund cash or loan draws to finish the decommissioning work if PFA funding does not come through.
The update included a reminder that some PFA loans remain in draw status for water and sewer work; staff advised the council the city may need to monitor final costs and funding sources before final payments and closeout.
Next steps: staff will continue punch‑list work, obtain O&M manuals and as‑builts, and follow up on PFA funding decisions in the fall; staff said they will return with financial implications if the city must cover remaining costs from sewer fund cash or additional loan draws.
