The Foley City Council voted to approve resolution 2026‑9 and associated development and purchase documents for the South Fairway Estates subdivision, including covenants intended to preserve subsidized lot pricing for final buyers.
Council members discussed language concerning manufactured and modular homes. One council member said manufactured homes (HUD‑plated, trailer‑built units) are "a hard no" for the development, while several members debated modular and structurally engineered panel homes. A council member noted many local builders do not build modular units and that the covenants were intended to produce a traditional stick‑built neighborhood; another council member asked for consistency so buyers and builders understand the expectation.
After discussion the council reached consensus to prohibit manufactured and modular homes in the covenants as drafted and approved the resolution, the development agreement and the purchase documents. The motion passed with no recorded objections.
