Foley Council approves alley vacation, rezoning and awards lead‑service and construction contracts

The council adopted Resolution 2026-15 vacating a city alley on government center property after a public hearing with no speakers. The council then adopted Resolution 2026-16 approving rezoning for South Fairway Estates; there were no public comments at that hearing.
City Engineer Jared Griffith told the council the city held a bid opening on April 15 for a lead‑service‑line replacement project with four bids received and recommended awarding the contract to the low bidder, Triple E. "Tonight we have two action items for your consideration. First being the lead‑service project and awarding it to our contractor, our low bid contractor, Triple E," Jared said. Council members moved, seconded and approved the award; staff said contract paperwork would begin immediately with work expected to start in late May or early June.
Jared also described the proposed construction services contract for South Fairway Estates, saying the scope is similar to last year's north‑side project with full‑time inspection on public infrastructure and part‑time oversight for site grading; the council approved the 2026 South Fairway Estates Construction Services contract by motion and voice vote.
Council members discussed project punch lists, scheduling of the final asphalt lift and parking‑stall striping (a subcontractor will paint stalls). Staff said remaining punch items include turf and topsoil behind curbs and a ramp on P Street; final paving will follow corrective site work.
Other business: staff proposed adjusted city‑hall hours beginning May 1 to help manage workloads and vacation comp liabilities; council supported the change and asked communications staff to publicize the hours. Council members also set a tentative "big splash" pool opening event for June 3 and acknowledged volunteers and staff who ran a youth firearms‑safety program that served roughly 75 students.
All formal votes recorded in the meeting were carried by voice vote; the meeting adjourned at the conclusion of business.
