Harrison Township commissioners approve $542,210 in bills, final paving payment and refer rezoning ordinance

Harrison Township’s Board of Commissioners on Sept. 23 approved routine bills and several measures affecting roads, pensions and emergency services.
The board voted unanimously to approve bills payable for Sept. 20, 2024, in the amount of $542,210.21 and to accept Contractor’s Payment Application No. 1 (Final) for the 2024 Paving Program, sending $353,216.48 to Tresco Paving Corporation to complete the work. Commissioners also approved Resolution No. 1982 authorizing an application to Allegheny County Economic Development for demolitions and adopted Resolution No. 1983 creating a special purpose parking zone at 23 Linden Street.
The meeting’s procedural actions continued with a recommendation that the Allegheny Valley North Council of Governments authorize payment of $30,780.00 to Deller Professional Services; appointment of HRG, Inc. as the township’s traffic engineering firm to coordinate signal timing on Freeport Road; and adoption of Resolution No. 1984 to distribute the State Pension Aid for 2024 ($64,616.29 to the Uniform plan and $74,723.00 to the Non‑Uniform plan).
In a separate vote, the board approved a $50,000 EMS allocation to Citizens Hose EMS. Commissioners Jamie Nee, Charles Dizard and Chairman Gary Meanor voted in favor; Commissioner James Erb abstained from that allocation. The board also set budget workshops for Oct. 2, Oct. 10, Oct. 16 and Oct. 23 at 6 p.m.
During public comment, Bill Godfrey of Natrona Comes Together described recent volunteer efforts in the park—"We painted a shed in the park, weeded and mulched the flagpole," he said—and said the group applied for a $4,000 United Way grant, planted a memorial tree for Roxanne Bonnoni, needs fencing for the community garden and will hold a Fall Fun event Oct. 12 from 12 p.m. to 2 p.m. Commissioner Jamie Nee noted Allegheny Valley Hospital will host a Trunk-or-Treat on Oct. 17 from 5:30–8 p.m.
Resident Mike Tutasico asked about the address of the parcel involved in the rezoning referral; Chairman Meanor said the parcel is the old Harrison Township Water Authority building. Tom Leyland, of 94 Garfield Street, expressed concern about ambulance service finances and requested additional "Watch Children" signage in Natrona.
The meeting concluded at 6:35 p.m. after the board adjourned. The township’s next scheduled budget workshops are in October and will be advertised as approved.
