Edmond council approves broad package of appointments, budget changes and agreements; several items continued

At its June 22 meeting the Edmond City Council approved 29 appointments, multiple budget amendments, collective bargaining agreements for fire and police, and steps to finance a major Arcadia Lake water-plant expansion. Council continued several procurements and conservation items to July 27 for timing and public engagement.
The Edmond City Council on June 22 approved a broad set of consent and action items, including 29 appointments to boards and commissions, several budget transfers, three collective bargaining agreements and the council-side action to support financing of the Arcadia Lake water treatment plant expansion.
Council voted 4–0 on the bulk of the agenda. Early in the meeting the council approved the appointments after two reappointments were removed from the list because they had been acted on previously. The council then approved a $100,000 transfer from facility maintenance to janitorial contract services to cover costs related to retained properties and a security contract. Council also accepted a $50,018 Oklahoma Department of Transportation grant to reimburse CityLink paratransit service expenses.
On labor matters the council approved a budget amendment for the fire department and ratified a three-year collective bargaining agreement with the International Association of Firefighters Local 2359, and approved a two-year agreement affecting police employees, including the Fraternal Order of Police local agreement. Human-resources director Caroline Pierce said the changes were limited to agreed updates, additions and deletions to contract language.
The council also approved a resolution confirming actions by the Edmond Public Works Authority to pursue a loan through the Oklahoma Water Resources Board to finance the final phase of the Arcadia Lake water treatment plant and ratified related authority steps. Public Works staff reported that construction bids and financing steps are proceeding; council approved the related items on the authority side 4–0.
Several items were continued to July 27: a rezoning request (case Z18-00005), the city's purchase and accounting treatment for a NICE digital evidence management system for police, and an invasive-species remediation funding amendment for the Charles D. Lamb Nature Preserve — each continued to allow staff to clarify encumbrance timing or meet with concerned stakeholders.
The meeting concluded with typical community updates and adjournment; the council will next meet July 27.
