Harrison Township to consider ordinance change after two handicapped-parking appeals

The Board of Commissioners discussed appeals of two handicap-parking denials and agreed to consider revising the township ordinance to provide the Board discretion to overrule denials on ADA grounds.
Manager Amy Rockwell said the denial for Lorraine Corsi’s application at 102 Opal Court did not meet the current ordinance criteria and recommended adding language to grant the Board the ability to overrule a zoning officer’s denial when ADA requirements suggest a different outcome. Commissioner James Erb said Corsi’s route from the property is only through the yard, underscoring access challenges. Commissioner Eric Bengel questioned why the application had been denied when the Zoning Officer had noted steps that prevent exiting via the walkway or garage; Commissioner Jamie Nee said the Zoning Officer was compelled to deny the application under the ordinance’s existing wording.
Commissioner Nee said the proposed ordinance revision should be added to the Monday meeting agenda; Manager Rockwell noted an additional previously denied address would be included in the proposed amendment and the resident would be notified. The appeals from Corsi and Richard Whitcroft will be considered as part of that ordinance update, and no final board action was taken at the Aug. 20 meeting.
