Decatur Board authorizes USI to update ADA and Title VI plans to preserve grant eligibility

The Decatur Board of Works authorized staff to proceed with a two-year engagement with USI to update the city’s ADA and Title VI compliance materials so the city remains eligible for INDOT and community-crossings grant funding.
Beth, a USI representative, told the board that INDOT now expects these plans to be maintained as “living” documents with annual updates and a full rewrite every three years. She said the scope stretches beyond curb ramps to every city-owned asset — sidewalks, trails, buildings, parks and even the city’s website — and that up-to-date documentation is required to apply for CDBG and some INDOT funds.
USI proposed $45,000 for this year to assess and update assets and prepare required submissions and $10,000 next year for reevaluation and reporting. Beth said the schedule calls for a primary deliverable by Aug. 1 so the city can meet INDOT and CDBG submission windows. Board members discussed priorities and confirmed staff authorization and signing authority: either Dan or Matt may sign the authorization to proceed.
A motion to approve the authorization to proceed with USI (project 2019-4714) was moved, seconded and approved. Board members emphasized that completing the ADA and Title VI updates is important to preserve access to community-crossings grant funding, which has supported roughly 75% of recent local road and sidewalk projects according to one board member.
