Commissioners approve Popcorn Festival street closures and permissions; flag bracket request tabled

Main Street coordinator Beth explained the committee's request to close Chestnut Street from Maple to Capital and to close sections of Walnut, Beaver, Elm and Mulberry for portions of the festival; she said earlier years used similar closures and staff had submitted the required sign-permission and hold-harmless paperwork to the state (In Dot). "Motion made to allow all of us to sign that at the next meeting," a commissioner said before the board voted in favor.

The board asked staff to confirm traffic routing and EMS access, noting an ambulance station will be placed at Walnut and Mulberry during the event. Commissioners approved the closures and a separate motion to block three parking spots on Beaver instead of full closure.
A related request to mount American flags on brackets attached to electric poles along Cardinal Avenue (for the town's 250th anniversary) was discussed but tabled. Duke (the utility) had conditionally approved brackets pending town sign-off; commissioners asked staff to check availability of a lift truck (Myrtle) and to confirm who would install and later remove the flags before taking action.
The town also will coordinate stage placement and a car show on Mulberry during Saturday's events. Officials said permit paperwork must be completed and the board will sign formal permissions at a subsequent meeting.
