Hampstead commission approves demolition permit for 1030 House Bill Road; applicant plans single-family replacement

The Hampstead Planning and Zoning Commission voted June 24 to approve a zoning certificate allowing demolition of two structures at 1030 North House Bill Road and the construction of a new single-story, single-family home.
Tony Davis, who identified himself as "for 1010 Southwest Street," told the commission: "what I would like to do is tear down the two existing structures at 1030 House Bill Road and build one new house, single story, one family dwelling." He also said the county is willing to change the address to 1014 Southwest Street because the new house will not face House Bill Road.
Commission discussion established that the property is inside the Main Street Revitalization Area and therefore requires commission approval. Davis said the house has been unoccupied since about November and that water and gas/electric service had already been turned off.
The commission moved, seconded and approved the zoning certificate for demolition by a voice vote. The commission noted the applicant must obtain a demolition permit from Carroll County and meet any demolition-specific requirements tied to the Main Street Revitalization Area.
Davis estimated the existing structure dates to about 1885 with later additions. The commission wished the applicant well and closed the item with the approval.
Next steps: the applicant must secure the county demolition permit and comply with related demolition procedures before work begins.
