The City of Philomath Urban Renewal Agency adopted its fiscal year 2026–2027 budget and approved its consent agenda during a meeting on Monday, June 22.
Staff presented budget figures for the board and recommended adoption. The presentation listed $664,669 in appropriated funds and $2,911,341 in non-appropriated funds; staff also stated a ‘grand total’ of $2,576,000 as part of the presentation. A staff member told the board that the $440,000 shown for city administration is intended to support urban renewal agency projects, and that roughly $390,000 of that amount is projected for projects rather than strictly administrative expenses.
The board opened a public hearing at 7:02 p.m.; no members of the public testified. After clarifying questions, Councilor Salsa moved to approve Resolution 26-15, “adopting the budget for fiscal year 2026-2027, making appropriations and declaring a levy of the maximum amount of revenue that may be raised by dividing the taxes to fund set operations and debt.” Councilor Caseman seconded the motion. The board voted to adopt the resolution unanimously.
A board member thanked staff for their work and noted that urban renewal funding has contributed to downtown improvements. The meeting then moved to the consent agenda, which included minutes from Sept. 9, 2024 and March 9, 2026. The board acknowledged Crystal’s minutes audit that identified unapproved minutes from Sept. 9, 2024; the consent agenda was moved, seconded and approved.
The agency adjourned after approving the consent agenda. The action formally adopts the FY 2026–2027 budget under Resolution 26-15; the transcript does not record a roll-call vote listing individual member votes.
