Enumclaw council approves $15,000 trial for July 4 parade safety after chamber requests larger package

The Enumclaw City Council approved up to $15,000 in one-time funding for additional safety measures at the July 4 parade on a trial basis.
Councilmember Martineau, who introduced the item after meetings with event planners, the police department and the chamber, said the original request was for $15,000 per parade (two parades) to cover barricade rentals and staffing but that the chamber had sought $30,000 to cover both major parades. "The request is for funding of safety of $15,000 per parade, which includes $8,000 to go towards temporary barriers to put up, and the balance of the 15 for each parade is to hire additional staffing," Martineau said.
Staff outlined logistics and cost estimates for rented aluminum barricades (an initial government‑priced quote reduced rental cost from an earlier estimate) and warned that deployment would require staff time and street closures during setup. Staff noted a rental deployment window of three to four days and raised concerns about impacts to downtown parking and business access during setup and takedown.
Council discussed alternatives including targeted barricades at key intersections, increased event staff rather than full-route barricades, and possible purchase of plastic movable barriers as a lower-labor option. One council member suggested piloting barricades for July 4 and reassessing before the December holiday parade.
After an amendment narrowed the request to a single-parade trial, council approved the appropriation by recorded voice and the meeting recorded the final vote as 5–1 in favor of funding up to $15,000 for the July 4 parade; staff will coordinate final logistics with the Chamber and the police department.
