Commission forwards Hannah Farms PUB amendment after developer agrees to extra brick and landscaping

The Martinsville City Planning Commission on June 23 voted to recommend that the City Council approve an amendment to the Hannah Farms planned unit development (PC26017) that clarifies façade requirements and adds landscaping exhibits.
A representative for Fourstar USA Real Estate Group (presenters identified in the transcript as Shy Ha and Cheyenne Hoffa) explained the amendment responds to earlier changes to square footage and façade standards negotiated with a builder partner, Arbor Homes. Hoffa said the developer agreed to add a 360-degree brick wrap on lots 143–145 that had not yet started construction. For lots 146–148, where foundations had already been poured and brick ledges could not be accommodated, the developer committed to "additional enhanced landscaping" to screen those homes from Artisian Avenue; Hoffa said landscaping materials had been delivered to the site and were expected to be installed later in the week.
A nearby resident, Avery Carr, who said she lives on lot 148, asked whether the landscaping exhibit might place plantings inside her private yard or within a 20-foot easement. "I'm just concerned that ... it looks like it's inside of my lot," Carr said. Staff and the developer responded that the landscape beds are intended for the common area and that survey pins and HOA management would be used to confirm placement prior to planting.
The commission moved to forward PC26017 to the City Council with a favorable recommendation; the motion carried. The amendment will go to council for final action with the exhibits that show the 360-degree brick wrap for specific lots and the enhanced landscaping plan for lots where brick could not be added.
