Planning commission recommends rezoning and replat for West Douglas Street property

The Martinsville City Planning Commission on June 23 voted to forward a favorable recommendation to the Martinsville City Council to rezone two adjacent parcels on West Douglas Street from agricultural (A) to Industrial One and to approve a contingent vacate-and-replat.
The petitioner, who identified himself as Cody Lion and said he is the president and owner of Indiana Greetings, told the commission the company is a family-owned steel fabrication shop in Martinsville for roughly 50 years and has doubled its workforce in recent years. "The goal of our petition here is to reszone the two existing lots we own next to where we operate in hopes to continue the growth here in Martinsville both wise and economically," he said. Lion said the planned new building would be a storage warehouse and "would not actually be used for any manufacturing or fabrication in that specific new addition." He described two shifts in the existing shop: a standard 7 a.m. to 4 p.m. shift and a second shift running about 3:30 p.m. to 12:30 a.m.
Commissioners noted inconsistencies in the property maps (some sources list agriculture; others show B2 retail) and emphasized that the planning commission's recommendation is advisory: final approval of the rezoning and any replat depends on action by the Martinsville City Council. The commission's motion to send PC26014 to council with a favorable recommendation passed; a separate motion recommending the vacate-and-replat (PC26015) for the same parcels passed as contingent on the council's decision.
The commission and staff also discussed parcel numbering and tax implications, and staff reminded members that replatting and title separation are typically finalized after council action. The matter will next appear on the City Council docket for formal consideration.
