The Orono City Council authorized the city engineer to proceed with planning and design for the 2026 street improvement project and accepted a Bolton & Mink design proposal to support preliminary engineering work.
City staff explained the city’s pavement management approach — preventive maintenance, neighborhood grouping of projects and use of treatments such as crack sealing, chip sealing, mill-and-overlay and reclamation — and said the City levies approximately $1,000,000 annually for pavement work. Staff recommended next-year priorities of North Arm Drive and North Arm Lane and asked designers to examine whether limited widening (from as narrow as 16 feet toward a 20‑foot section) and better pedestrian accommodations could be incorporated into the project.
Council moved to direct the engineer to proceed with Bolton & Mink’s proposal (the packet listed design and planning scopes and a not‑to‑exceed design contract figure). The motion carried on a voice vote. Staff said the design would include evaluation of pavement treatment options, right‑of‑way constraints, wetlands impacts and potential pedestrian improvements on North Arm’s south side; final construction and budget decisions will return to future council meetings.
