Ocean View adopts policy allowing only secular unattended displays on town property

Ocean View — The Town Council adopted a new unattended‑display policy for town‑owned property that permits only displays owned, rented or maintained by the town (or town contractors) and explicitly requires displays placed by the town to be secular (nonreligious).
Town counsel drafted the policy to define locations and terms for unattended displays on municipal property and to prevent private unattended displays from appearing on public property. During discussion a council member proposed inserting the word "secular" into the procedural language to make explicit that permitted unattended displays must be nonreligious; the town solicitor agreed the insertion was appropriate.
The policy states that private unattended displays (secular or nonsecular) will not be permitted on town property and that any private unattended display erected in violation of the policy will be removed by the town at the expense of the individual or organization that erected it.
Council adopted the amended policy by motion and voice vote. Staff will publish the policy and direct operations staff to remove private unattended displays in accordance with the new rules.
