Juvenile detention center board reports budget pressures, HB 2329 and county participation concerns

Mike Walden briefed the Crawford County Board of County Commissioners on the operations and finances of the regional Juvenile Detention Center and provided printed monthly financial reports.
Walden said 10 counties currently participate in the interlocal agreement and that Montgomery County has submitted a request to withdraw. He said the center’s operating budget is approximately $900,000 and that the counties in the interlocal agreement make up that budget this year. Walden described a mechanism in which out-of-jurisdiction placements are allowed but only under a placement agreement that charges three times the daily rate; he stated the daily rate is $175.
Walden also highlighted expected changes in state law, pointing to House Bill 2329 and saying the measure is intended to prevent outcomes like a recent Parsons case in which juveniles “were released from juvenile intake and not deemed as a threat” after a shooting at a house. Commissioners asked operational questions, including whether juveniles classified as CINC (children in need of care) would require separation from other youth; Walden confirmed separation would be necessary in those cases. Commissioners thanked Walden for the update and for efforts to offset center costs.
The board did not take formal action on detention-center governance or funding at the June 9 meeting.
