Flowood approves special-use permit for Buffalo Wild Wings and confirms appointments, hires

The Flowood Board of Aldermen voted Feb. 6 to approve a special-use permit designating 766 Mackenzie Lane as a qualified resort area to allow the sale of alcoholic beverages for Potters Wings Flowood, LLC (Buffalo Wild Wings). Mayor Gary L. Rhoads opened a public hearing; no one spoke in opposition. Alderman Kirk McDaniel moved to adopt the ordinance approving the permit; Alderman Deron Harmon seconded and the motion passed unanimously.
The board approved a multi-item consent agenda covering minutes and claims dockets, the Refuge Golf Course and Flowood R/C Park claims, a resolution authorizing the sale of certain real property by the Airport Parkway Commission, a memorandum of understanding with the Mississippi Department of Finance and Administration, a temporary workspace agreement with the Rankin County School District related to a new water well and tank site, and several contracts for festival services and maintenance. The consent motion was made by Alderman Don Flynt and seconded by Alderman Dusty Rhoads; it received unanimous approval.
The board also approved several personnel and appointment items. Alderman Dusty Rhoads moved to appoint Linda Dewitt as City of Flowood election commissioner; Alderman Deron Harmon seconded and the appointment was approved. City Clerk Joshua Carlisle recommended hiring Teresa Borne as Water Billing Clerk; Alderman Don Flynt moved to hire Borne and Alderman Kathy Smith seconded. Police Chief Richie McCluskey recommended hiring Jennifer Rae Manning as Dispatcher Step 3; Alderman Kathy Smith moved to hire Manning and Alderman Dusty Rhoads seconded. Both hires were approved unanimously.
Consent-agenda contract details recorded in the meeting minutes include an authorization for the mayor to sign a contract with High-Tech Special Effects, Inc. to provide the Flowood Family Festival fireworks display (contract amount recorded as $3,200), a contract with Benchmark Engineering & Surveying, LLC for updated GIS mapping of the city's water distribution system (fee listed as $68,000), authorization for the police department to continue an annual maintenance agreement with PTS in the amount of $36,509 (March 1, 2017 to March 1, 2018), and entertainment and performance agreements for the Flowood Family Festival (individual amounts recorded in the minutes).
