Council approves first reading to update West Burlington building and safety codes to 2024 series

Mark (city staff) said the state moved from the 2015 codes to the 2024 code series and that West Burlington’s updates align the city’s mechanical, plumbing and electrical rules with state requirements while retaining local amendments where appropriate. He noted the state’s move to the Uniform Plumbing Code includes language that limits local discretion in some areas; staff proposed a local appeals mechanism modeled after the city’s existing rental/code-enforcement appeal panel rather than adopting the appeal language verbatim from the state code.
Council discussed the approach briefly and approved the first reading. Staff said the ordinance contains mostly language and appeal-process changes rather than technical alterations to construction standards; Burlington-specific downtown amendments were not copied because they do not apply to West Burlington’s context. The ordinance will return for subsequent readings as required by city procedure.
