The Red Rock Elementary School District No. 5 Board voted unanimously at its June 23, 2026 meeting to approve the district's 2026'27 Proposed Expenditure Budget, a 2% pay increase for classified staff tied to the inflationary statute requirement, a $165 daily substitute rate for certified employees outside contractual pay, and two new classified paraprofessional hires (one full-time, one part-time).
The actions were taken after Superintendent Peter Dwyer presented the district's Strategic Improvement Plan and introduced Dr. Melissa Sadorf of Vela Education Consultants, who presented the plan and accompanying PowerPoint (attached to the minutes). The board recessed into executive session at 5:29 p.m. and returned to regular session at 5:38 p.m.; the minutes note that performance-pay details were reviewed in executive session before the board approved superintendent performance pay per the evaluation results.
Each motion during the meeting was moved by Board President Luis Vargas and seconded by Board Member Kayti Kahn unless otherwise noted; all listed motions recorded votes of Approved 3-0. The board approved a 2% increase for classified employees described in the minutes as "the same increase as the inflationary statute requirement." The board also approved a suggested certified substitute daily rate of $165.00 and the hiring of two classified employees.
Other business approved included adoption of The Trust's Return to Work Program for employees injured on the job (the minutes say it provides a temporary plan until medical release and yields a discount on the district's annual premium), approving changes to authorized signers on district local checking accounts (adding Jennifer Bellah and removing Garrett Thorne), and acceptance of the 2024'25 Annual Financial Report and Report on Internal Control and Compliance.
The board adopted the consent agenda and approved listed vouchers and payrolls. Expense vouchers recorded in the minutes include #2627 ($87,388.00), #2628 ($60,946.57), and #2629 ($304,274.93). Payroll vouchers cited in the minutes include several entries with amounts (examples in the minutes): #202 $31,792.76; #23 $127,702.37; #23.1 $110,772.88; #24 $105,392.50; #303 $137,966.26; #313 $59,800.42; #25 $74,668.41; #25.1 $15,692.96.
The board set its next meeting for Tuesday, July 14, 2026, at 5:00 p.m. and adjourned at 6:07 p.m. The minutes note that meeting documents are available at the Superintendent's office during normal business hours.
