Faribault council finds city administrator meeting or exceeding expectations and approves step increase

The council reported completion of a two-year 360-degree performance review of City Administrator Jessica L. Kinser. Council members and leadership team evaluated Kinser in areas including leadership and supervision and concluded her average score met or exceeded expectations across evaluation categories.
As provided in Kinser's employment agreement with the City of Faribault, meeting or exceeding expectations triggered a one-step increase in salary (from Grade V, step 11 under the non-union compensation plan) and four days of administrative leave. Staff said the increase and leave will be effective on Kinser's employment anniversary date of April 1, 2026.
Council members publicly thanked Kinser for her work; no council action was taken to modify the employment agreement beyond the step increase and leave provided by the existing terms.
