FAYETTEVILLE, N.C. — The Fayetteville City Council on June 22 approved multiple text amendments to the city’s Unified Development Ordinance (UDO) and unanimously adopted an annexation ordinance for two undeveloped parcels proposed for commercial use.
Planning staff summarized the UDO amendments: increase permitted fence height from four to six feet in certain heavy and light industrial districts, adjust density limits and charts for several districts, and remove the special-use-permit requirement for zero-lot-line residential developments under three acres so those projects would not require an evidentiary council hearing. Planning staff and the city attorney explained the difference between legislative (text amendment) hearings and evidentiary special-use-permit hearings.
Dr. Katie Chickasaw, a resident of District 4, spoke in opposition to the zero-lot-line change, saying the special-use-permit process allows for evidentiary hearings and public input and raising concerns that small supplemental data‑center infrastructure could be sited without neighborhood notice if the special-use-permit requirement were removed. Staff responded that zero-lot-line rules apply only to residential developments and that prosed changes would not affect commercial or industrial projects.
Councilmembers voted unanimously to adopt the text amendments. Separately, the council adopted an annexation ordinance for Patriot Hauling LLC—approximately 6.01 acres on West Mountain Drive and Gillespie Street—to be zoned Community Commercial, effective June 22, 2026. No public speakers appeared on the annexation item.
