The engineer told the board there is typically a three- to four-month lead time to order pre-cast pieces and recommended making a pre-bid meeting mandatory to ensure bidders understand access constraints at the site.
Board members discussed scheduling and public access: the culvert sits at the base of the road and is the only access point for residents on that spur, so any closure would require temporary roadwork to preserve ingress and egress. The engineer proposed a one-month construction window for on-site work but said permitting and procurement would take longer.
Cost items were discussed as estimates: the transcript records about $25,000 for permitting and roughly $150,000 for materials, with some savings from shortening the culvert. A board member made a motion “to move forward with the engineers and get an RFP out”; the motion was seconded and approved by voice vote (tally not specified).
