Council establishes Title IV‑E public defender incentive fund and approves several capital and maintenance appropriations

The Dubois County Council on April 28 established a new fund and approved a series of capital and maintenance appropriations.
Auditor Sandra L. Morton requested creation of Fund 145‑9139 for Title IV‑E Public Defender Incentives after the Circuit Court began participating in a state reimbursement program for CHINS and TPR cases. The minutes record the county expects approximately $1,000 per court per quarter in year one and $500 per court per quarter in year two. Councilmember Alex P. Hohl moved to establish the fund, Doug Uebelhor seconded, and the motion carried unanimously.
The council also approved additional appropriations including $40,000 for Commissioners' building/vehicle/liability insurance, $120,000 from the Cum Cap Fund for sheriff vehicles, $3,866 for courthouse security equipment, and $5,000 for a communication tower fence (motions and unanimous votes recorded). Morton requested $350,000 from LIT‑ED for the Birdseye project later in the agenda (covered in a separate article).
Morton requested $17,000 from the Opioid Restricted Fund for Community Corrections drug screens; Sonya Haas moved and Alex P. Hohl seconded the motion, which carried unanimously. The council also approved transfers for postage and maintenance supplies.
911 Director Stuart Wilson reported a generator annunciator panel was placed in an unoccupied mechanical room that would go unmonitored if the generator failed; he presented a roughly $5,300 quote to relocate the annunciator to the 911 center. The council tabled the request for more information and discussed alternative monitoring options. Auditor Morton also reported work to amend a 2021 resolution so remaining donations accepted by Jasper American Legion Post 147 for a 2024 POW‑MIA monument will be used for maintenance along with the Soldiers & Sailors Monument.
