County approves paving contracts, moves to hire new county engineer

Highway Superintendent Donnie Lueken told the commissioners the department plans to start a chip-seal overlay on May 27, 2025, and requested authority to hire an applicant for the open County Engineer position to begin June 9, 2025, after County Council approval. The board moved to approve the hiring request.
Lueken presented recommended awards for CCMG 2024-01 paving projects and the commissioners approved the low bidders unanimously: Calcar Paving for 25-02 Woodland Hills ($219,653.95) and the county portion of 25-05 400 West ($59,542.70); E&B Paving for 25-03 75 North ($70,745.00) and 25-04 Countrywood Estates ($52,990.00); and C & R Construction for 25-06 540 East & 1150 South ($123,306.60) and 25-07 Dubois Rd NE, Borden Hill Rd / 900 East ($172,000.00). The city portion of 25-05 was referred to the City of Huntingburg for its approval.
Commissioners also discussed raising the wage range for the County Engineer position and amended personnel policy hours for the engineer's regular workday (7:30 a.m.–4:00 p.m., Monday–Friday) and noted the position is exempt. The motion to approve the personnel policy change carried unanimously.
The approvals mark a multi-step procurement process: bids were opened at the meeting and later reviewed by staff before formal award, while the engineer hire is subject to the County Council’s subsequent action. The next county meeting is scheduled for May 19, when Council and staff will continue related discussions.
