Flowood aldermen approve right-of-way plat, advertise water and utility projects and OK $10,000 engineering addendum

The Flowood Mayor and Board of Aldermen on Feb. 2 unanimously approved a series of infrastructure and consent-agenda items aimed at advancing local street, water and drainage work. Mayor Gary L. Rhoads presided.
Public Works Director Gary Miller presented the items that the board approved, including a final plat for the 2nd Street right-of-way and authorization to advertise for construction of the Langford Water System upgrades. "A motion was made by Alderman Rhoads to approve the final plat," the minutes show; the motion was seconded by Alderman Deron Harmon and received unanimous approval from board members present.
The board also authorized staff to advertise for relocation of utilities needed for the planned Highway 25 widening project after a motion by Alderman Deron Harmon that was seconded by Alderman Kirk McDaniel and approved unanimously. In a separate motion, the board approved an addendum to the Pickering Engineering contract for Hogg Creek Phase V, Part 2, increasing the contract by $10,000; Alderman Gary L. Rhoads moved the addendum and Alderman Kathy Smith seconded.
Why it matters: advertising the Langford water upgrades and utility relocations begins procurement steps that will allow the city to contract construction work; the Pickering Engineering addendum increases the engineering budget for continuing work on Hogg Creek drainage improvements. Those steps affect project schedules and near-term municipal spending.
The consent agenda approved at the meeting also included a series of claim dockets for parks and trail projects, approval of a camera system claim docket for parks, and authorization of travel for city officials to attend the Municipal League convention in Biloxi June 20–25, 2015. Alderman Donald Flynt moved approval of the consent agenda, seconded by Alderman Kathy Smith; the minutes record unanimous approval.
The board authorized the mayor and city clerk to sign a release and termination of restrictive covenants related to the Variable Rate Multi-Family Housing Refunding Revenue Bonds, Series 2001 (Reflection Point Apartments), but the authorization was explicitly subject to legal review by City Attorney Lem Adams, III. Alderman Kirk McDaniel moved that authorization; Alderman Kathy Smith seconded.
The Feb. 2 meeting adjourned after the items above were completed.
