Flowood board approves consent agendas, awards bank depository bids, authorizes Chamber funding and confirms multiple hires

On Jan. 2 the board approved the consent agenda that covered general claims dockets and project-specific claim dockets (Refuge Golf Course, Flowood R/C Park, Water Tank and Well Project, Conference Center and associated road project, Old Fannin Road overlay). The record lists invoice approvals including Benchmark Engineering & Surveying, LLC. for $2,660.00 for HWY 471 waterline easement and construction staking and Pickering for $2,780.00 for general surveying services. The board authorized an agreement with nCourt, LLC to provide payment options for court services and approved an annual maintenance agreement with Taylor Power System for the standby generator in the amount of $934.50.
The Jan. 2 consent agenda also included an entertainment contract with Zach Williams for $12,500 to provide opening entertainment at the Flowood Family Festival on May 12, 2018, and authorization to pay $50,000 to the Flowood Chamber of Commerce for the remaining budgeted promotion and advertising expenditures. On motions recorded in the minutes (moved by Alderman Don Flynt and seconded by Alderman Dusty Rhoads), the consent agenda items passed unanimously.
City Clerk Josh Carlisle reported four bids for the municipal depository and recommended awarding the depository to Priority One Bank, Trustmark National Bank, BankPlus and Community Bank of Mississippi; the board approved that recommendation.
Personnel items approved included hiring Kristen Alyssa Cunningham as Dispatcher Step 2 and transferring Britt Thomas from the Fire Department to the Patrol Division at Step 4 (motions by Alderman Kathy Smith, seconded by Alderman Deron Harmon). At the Jan. 16 meeting the board approved the hiring of Robin Lee as Fire Dispatcher Step 2 and three fire department hires — Michael A. Brady, John A. Byrd and Jordan S. McWilliams — all in Private II Step 1 positions on motions recorded in the minutes.
Why it matters: The consent approvals and depository awards set routine financial and operational arrangements for the city, while personnel confirmations fill public-safety staffing needs. The board also recorded a resolution on Jan. 16 declaring intent to issue tax-increment financing bonds up to $5.5 million for the Flowood Town Center project (see land-use article for details on the resolution).
