Erie County approves multiple construction, resurfacing and service contracts; receives road and signal bids
Summary
On June 1, 2026 the Erie County Commissioners awarded contracts for jail HVAC plumbing and sheet metal work and approved a major resurfacing contract while receiving bids for microsurfacing, township chip-seal and signal maintenance; the Board also adopted several smaller service and software agreements and authorized grant filings.
The Erie County Board of Commissioners on June 1, 2026 approved several major construction and maintenance contracts, received multiple public-works bids for engineer review, and adopted a set of smaller service and grant-related resolutions.
The Board awarded three significant contracts by unanimous roll-call vote: JJC HVAC plumbing to North Bay Construction of Medina for $159,465.00; JJC HVAC sheet metal improvements to Gundlach Sheet Metal of Sandusky for $1,104,225.00; and the 2026 Resurfacing Project to Gerken Paving, Inc., of Napoleon for $1,936,006.63. The three awards total $3,199,696.63 and were made upon the recommendation of the County Engineer.
Earlier in the meeting Engineer’s Account Clerk Cathy Griggs opened bids for the 2026 Microsurfacing Program (lead bid: Strawser Construction, Inc., $1,379,105.96), placing chip seal on township roads (low bid Henry W. Bergman, Inc., $199,911.35 among several bidders), and traffic signal maintenance (bids included Signal Service Company $99,980.00 and Miller Cable Company $241,500.00). The Board voted to receive those bids and refer them to the County Engineer for review and recommendation.
The Board also adopted several resolutions by unanimous vote, including an amendment to an Early Intervention grant with the Ohio Department of Children and Youth adding $244,856 (Resolution #26-145); a contract confirming Erie County Sheriff services for Margaretta Local School District for the 2026–2027 school year (Resolution #26-146); an agreement implementing Help Me Grow Part C with the Erie County Board of Developmental Disabilities (Resolution #26-147); a consulting contract with Consor North America, Inc. for underwater bridge inspection services ($13,025, Resolution #26-148); and a WinWam software license and services purchase from Nover Engelstein & Associates ($11,308, Resolution #26-149). The Board also authorized filing grant applications including a FY2026 Community Development Block Grant for $180,000 (Resolution #26-151).
During public comment County Engineer Eric Dodrill thanked the Board for funding equipment upgrades and requested transfer of a 2005 John Deere wheel loader from the Engineer’s Office; Director of Environmental Services John Rufo said the department could use the machine and the Engineer’s Office agreed to transfer it. The Board approved revised Auditor’s Certificates for various purchases and a Preliminary Estimate of Cost for a 2026 township pavement marking program ($83,000). The meeting recessed into an executive session on personnel matters and then reconvened and adjourned.
