Dubois County reviews near-site clinic plan and 2026 insurance/wellness proposals; no action taken

Human Resources Generalist Markie Rhodes introduced representatives from Deaconess Clinic at Work to present a near-site clinic planned to open in Jasper with a hoped-for start date of Dec. 1, 2025. Representatives said the clinic would operate 40 hours per week with an on-call nurse and telehealth options; the fixed cost to the county would be $42.11 per employee per month and employees would have no charge for visits or drugs dispensed.
Rhodes and Max Bawel of Houchens Insurance Group then presented Wellness Committee recommendations and two proposals for changes to 2026 premiums, deductibles and out-of-pocket maximums. Proposed premium and deductible increases and pharmacy benefit options were displayed and discussed; commissioners took no action and deferred decisions until the August 4, 2025 meeting.
Bawel also presented an RX Protect savings report (Feb–Apr 2025) showing plan costs of $97,996.41 and a net savings opportunity of $36,039.57 if employees participated in RX Protect for certain high-cost brand medications. County staff will continue to review proposals and timing for insurer changes (HINES to Unified Care Connect) and wellness-plan details.
