Planning commission reviews senior‑citizen PUD uses and minor General Plan edits, plans follow‑up

The River Heights City Planning Commission reviewed proposed edits to the land‑use chart for the Senior Citizen Planned Unit Development (SCPUD) and discussed minor updates to the city’s General Plan during its June 9, 2026 meeting.
Commissioner Keenan Ryan led the review of uses the Commission wanted to permit, condition, or prohibit in the SCPUD zone. Commissioner Anna Lisa Davidson identified changes needed to section 10‑10‑3.B.2 to conform with state code language; she agreed to draft corrected wording for Recorder Sheila Lind to include with upcoming code changes. The Commission added the phrase "Age 55 and above" to the end of Goal 3 when discussing the definition of 'senior citizen.'
Commissioner Noel Cooley proposed removing a strategy that the Commission considered completed and suggested inserting a new goal and associated strategies to develop an attractive area limited to senior citizens. Cooley also proposed referencing the city's recent transportation work in the transportation chapter by inserting "(see River Heights 2026 Transportation Study)" after a related strategy, and recommended adding clear goals for maintaining and improving water and sewer services to bring consistency to the Plan.
Commissioners agreed that Mr. Cooley would prepare written suggestions for goals and strategies for sections A, B and D of the Plan for Commission review. The Commission plans to review all suggested changes at the next meeting and then schedule a public hearing two weeks later, at which point specific areas of the city to be rezoned for SCPUD could be identified.
