Dubois County Council approves pay changes, several appropriations and the Recorder perpetuation ordinance

The Dubois County Council on June 23 approved a series of personnel pay changes, supplemental appropriations and an ordinance authorizing limited use of Recorder perpetuation funds for 2026.
In motions carried unanimously, the council approved an additional $2,176 in the General Fund for Sheriff personal services (a sergeant), a bi-weekly pay increase for the Sheriff Sergeant to $2,667.07 to reflect a June 1, 2024 promotion, and rank-based increases to $1,929.86 bi-weekly for two jailers upon their one-year anniversaries in November and December 2025. Sheriff Chief Deputy Jesus Monarrez requested the sheriff-line appropriation and Auditor Sandra L. Morton presented the salary amendments.
The council also approved several other supplemental appropriations: $8,000 from the Firearms Training fund for Other Services; $5,500 from the LIT-CR fund to relocate a 911 electrical panel monitor; $15,000 from the General Fund for Commissioners’ building, vehicle and liability insurance; and $5,000 from the County IV-D Incentive Fund for Title IV-D cost allocation services. Each request was moved, seconded and carried unanimously.
Ordinance 2025-05, presented with an affidavit from Recorder Jaclyn McPherron certifying that perpetuation fund statutory purposes have been satisfied, authorizes the Recorder to use excess perpetuation fund revenue for other Recorder office expenses only during calendar year 2026. Auditor Morton presented the affidavit; Deena J. Lewis moved adoption and Meredith I. Voegerl seconded.
The council also approved creation of an Unsafe Building Fund under I.C. 36-7-9-14 to be used when the Board of Commissioners issues fines under County Ordinance 2018-2; the fund was approved unanimously.
