Plan Commission clears 84,000-sq-ft INEOS addition; addresses parking and utility relocations

The Waukesha Plan Commission voted to approve final site plans and a certified survey map for INEOS’s planned 84,000-square-foot expansion at 1101 West Saint Paul Avenue.

Doug (staff) described a large addition on the southwest corner of INEOS’s production facility that will add test cells, paint booths and a new traffic flow for large trailers. The project will require relocation of a public sanitary sewer segment to a private alignment around the addition and installation of underground stormwater storage vaults to manage increased impervious area. "There'll be a lot of new pavement put in, including the large area of cement in the middle here where the loading docks would be," Doug said.

Commissioners pressed the applicant about displaced employee parking from the section of lot being repaved and adapted for truck circulation. Ryan Lancore (site civil) said the project team expects a long ramp-up and plans to stagger shifts and phase parking changes; the team is still evaluating longer-term parking solutions and noted there is adequate parking for the foreseeable future during the ramp-up.

Staff recommended approval with conditions, including that a city engineering concurrence letter be issued before building permits are released and that LED light color temperature not exceed 4,000 K. The commission approved the final site plan and the CSM consolidating parcels into a 34.7775-acre lot; the recorded vote was 6–0 in favor.

Next steps: applicant to finalize parking strategy and obtain required engineering concurrence prior to permit issuance.
