Board OKs $79,900 Title I agreement to expand K–6 literacy supports

Granite City CUSD 9 approved continuing consulting and implementation services with Donna White for fiscal year 2027, a contract the administration described as an expansion of the district's K–6 literacy framework.
Administrators said the work will continue professional learning, structural coaching and implementation support aligned with the district’s systematic phonics framework, including Brainspring for grades K–3 and the ESGI progress‑monitoring system. For FY27, the district will expand the initiative to strengthen literacy outcomes in grades 4–6, aiming to increase fluency, vocabulary and reading comprehension.
The total cost for the consulting and implementation support is $79,900, and administrators said funding will come fully from the district’s Title I grant. A board member asked for future updates on growth data and what the consultant will accomplish each year; administrators agreed those reports would be provided.
"I'd like an update — maybe some growth data — to show what she's doing each year with us," a board member said during discussion. The motion to approve the contract was moved, seconded and passed by roll call.
The board also approved FY27 building Title I schoolwide plans for the district’s K–6 elementary buildings, which administrators said were developed in accordance with federal Title I requirements and aligned with district improvement priorities.
