Winfield applies for basin commission funds to study chronic 117th Avenue drainage problems

Michael Duffy, a member of the Winfield Stormwater Board, said the town has applied to the Little Calumet River Basin Commission for funding to carry out an engineering study of longstanding drainage problems on 117th Avenue.
Duffy said the corridor has changed significantly with more traffic near the school, new developments and businesses, and that the town previously implemented a temporary fix. "On behalf of the town of Winfield, we put in an application," he said, and Frank from the town office presented the project to the commission to seek funding for an initial engineering study and watershed analysis.
Board members described the site as complicated by nearby utility infrastructure and topography. The study, if funded, would define options and constraints — including pipeline proximity and hillside considerations — before the town pursues design or construction. Duffy said Frank is expected to perform the watershed analysis for the initial phase.
No formal vote was taken on the study application at the June 23 meeting; board members received the update and expressed hope the commission will be receptive. The board did not set a schedule for design or construction and emphasized the study is preparatory rather than an authorization to build.
