Planning commission backs council referral for homeowner solar array permit after late filing

The Rushford Village Planning and Zoning Commission voted March 18 to send a rooftop solar permit application for homeowner Debra Kitchens to the City Council with a favorable recommendation, despite the permit being filed after the installation was already completed.
Planning and Zoning Administrator Jon Pettit told commissioners that the size of the array required a public hearing. Pettit said the permit had not been obtained before work began; his understanding was that the contractor (from Isanti, Minnesota) had installed the array and the permit only afterward. Pettit reported the contractor subsequently completed the permit paperwork and paid the associated fees.
Commissioner Hamilton Petersen moved that Pettit bring the permit application to the Council with a favorable recommendation; Commissioner Jesse McNamer seconded the motion and it carried. Commissioner Glen Kopperud said he recalled discussing the installation previously but could not remember the precise problem; Pettit reiterated that the array itself was satisfactory and that the permitting lapse was procedural.
The commission’s recommendation sends the application to the Council for a public hearing and final action. The Council had scheduled a public hearing on the Debra Kitchen solar array that same evening.
