Debra Kitchens, the applicant, told the council she had assumed the contractor would secure necessary permits. “I had no idea it would be part of a public hearing,” Kitchens said, adding that the system is not yet running because the property’s main electric meter had been moved to the rear of a shed by a prior owner, which complicated final hookup.
Mayor Dennis Overland said that, regardless of whether a public hearing were required, a permit must be obtained before construction begins. The council later approved the permit on a motion by Council Member Robert Hart, seconded by Travis Link; the motion carried.
