Adams County board approves new beer-and-wine permit for Brick House Wood Fired Pizza; renews The Galley license

The Adams County Alcoholic Beverage Board on April 28 approved a new beer-and-wine retailer-restaurant permit for Brick House Wood Fired Pizza LLC of Monroe and unanimously renewed a license for Raymond and Raymond Inc., doing business as The Galley in Decatur.
Scott A. Skinner, owner of Brick House Wood Fired Pizza, told the board the restaurant plans to serve bottled and canned beer, some wine and seltzers and to operate primarily as table service. "Pizza, subs, and salad," Skinner said when describing the menu. He said the business aims to open on May 20 and that Deb Lambert will serve as the day-to-day manager.
The board and Skinner discussed staffing and compliance: Skinner said there will be two servers, each at least 19 years old and holding the required bartender/server licenses. He also said the restaurant will use an ID-scanning point-of-sale system and that the upstairs space now used as an office could be added to the floor plan later for overflow seating. Board staff instructed Skinner to submit an escrow request to Anna Morales and noted the application will go to the state commission on May 6; the license will remain in escrow until county inspection and health-department sign-off release it.
A notable portion of the discussion focused on verifying identification for the local Amish population. Skinner acknowledged that many Amish residents do not carry photo IDs and said the business plans to work with local community leaders and train servers to avoid underage or improper sales. "If they don't have that, you're just out," Skinner said of patrons without acceptable ID, adding that the store's scanners can save an image of an ID for records.
After questioning and procedural clarification, the board moved to approve the new application. The motion was made, seconded and adopted with no recorded opposition. The board then took up renewal RR0103192 for The Galley in Decatur; no violations were reported and the renewal was approved unanimously.
With no further business, the board adjourned at 9:21 a.m. The next step for Brick House is to obtain health-department approval and a certificate of occupancy and to complete the county inspection to remove the escrow hold and activate the permit.
