Ocean View — Following a day‑long workshop, the Town Council on Jan. 13 authorized town staff to begin implementing steps outlined in an International Association of Chiefs of Police (IACP) review of the Ocean View Police Department’s responses outside town limits.
Town staff told council the IACP analysis showed Ocean View officers responded outside the town an average of 360 times per year (the report used 2021–2024 data). Staff said the deployments frequently occur to assist the Delaware State Police and that those out‑of‑jurisdiction responses can create legal and financial risk for the town.
The town manager (Carol) summarized recommended short‑term actions including a review of departmental response policy (to clarify when officers should render assistance outside town without a state dispatch), an insurance analysis and engagement with Sussex County and neighboring municipalities. "The Ocean View Police Department is dispatched to calls for service out of town on an average of 360 times a year," the town manager said. She told council staff had obtained a preliminary insurance estimate: increasing a particular liability limit to $1,000,000 would raise annual premium costs by roughly $6,700 (staff said current town coverage is higher in some categories and that different limit scenarios were under review).
Staff also outlined mid‑ and long‑term options, including pursuing legislative changes to secure indemnification for local officers when dispatched by the state and seeking increased grant support from Sussex County. The manager described continuing to track detailed call data and reporting back to council as staff develops options.
Council voted to authorize the town manager and chief to begin the next steps described in the presentation, including the policy review and insurance evaluation. The council asked staff to share materials with neighboring towns and Sussex County as part of coordinated outreach.
