Brian Grady of GAF Engineering presented the application on behalf of Joseph Perkins and said the new structure would sit roughly in the same location as the existing cottage but would be pulled approximately 10–12 feet farther from Spectacle Pond to meet Conservation Commission considerations (moving the structure from approximately 34 feet to about 40 feet from the pond).
Board members reviewed the plans, asked clarifying questions about side and rear setbacks and the conservation buffer, and received a statement of support from an immediate neighbor. No members of the public spoke in opposition during the hearing.
Members voted that the project was not substantially detrimental to the neighborhood and moved to grant the special permit as presented; the roll‑call vote was recorded in the affirmative for the voting members present. The board noted the conservation adjustments and that building and conservation approvals remain conditions of final permitting.
Next steps: the applicant may proceed to obtain building permits and finalize conservation approvals in accordance with the plan as approved by the board.
