Waxhaw schedules July 14 public hearing to declare two town properties for economic development

Town staff reported on June 23 that historical records do not clearly show whether two town-owned parcels at 321 North Broom Street and 316 North Church Street were originally acquired under North Carolina General Statute 158-7.1, the state law that allows local governments to convey property for economic development under negotiated terms.
"Historical records do not clearly establish whether these properties were originally acquired under state statute 158-7.1," said Mr. Dillinger, who summarized the attorney review. He said the town attorney recommended formally establishing that the properties are being held for economic development, then issuing public notice, holding a public hearing and adopting a resolution under NCGS 158-7.1. Once that procedural step is complete, staff can finalize and release a request for proposals and begin marketing the properties consistent with previously discussed economic development objectives.
Board members characterized the recommended steps as procedural rather than a change in the board's substantive direction. After discussion, the board moved to "direct the town clerk to prepare the legal advertisement and to schedule a public hearing for July 14th, 2026." The motion carried.
The town will use the July 14 public hearing to consider adoption of a resolution declaring the properties held for economic development under NCGS 158-7.1; if adopted, staff indicated it would issue an RFP and begin solicitation activities consistent with the board's earlier objectives for the sites. No final conveyance or selection process was announced at the meeting.
The next formal step is the public notice and the July 14 hearing; interested parties should watch the town's official postings for the formal advertisement and any RFP release dates.
