Bernalillo council adopts FY2022 budget, final quarter financial report and approves personnel and contract actions

The Bernalillo Governing Body voted unanimously July 26 to adopt the town's fiscal year 2021-2022 budget and to approve the final quarterly financial report for the year ending June 30, 2021.
Terri Gray, the town's finance director, presented the FY2021 final quarter report and said the report was reviewed to "ensure the accuracy of the beginning balances used on the FY 2021 budget" and that the report "depicts all funds for fiscal year 2021." The council adopted Resolution 07/26/2021 by roll-call vote.
The budget adoption (Resolution 07/26/2021A) also passed unanimously. The resolution notes the FY2022 budget document may be requested through IPRA from the Town Clerk.
Councilors also approved several routine administrative and personnel items during the same meeting. Finance Director Gray explained a change required by the Public Employees Retirement Association (PERA): the town's pay matrix entry-level starting wage was increased from $11.47 to $12.03 to meet the PERA threshold of $25,000 and to adjust six positions. Gray said the smallest individual increase was three cents and the largest 60 cents. The council approved the matrix increase on a unanimous roll-call vote.
Human Resources Director Maria Santillan reported the hiring committee recommended Yvette Romero for municipal court clerk; the council voted to hire Romero.
Gray also summarized responses to an auditor request for proposals for fiscal years 2021'2023 and recommended Loftis & Lovato Group. The council approved the auditor award to Loftis & Lovato Group unanimously.
Mayor Torres asked the council to approve the accounts payable voucher list for July 26 in the amount of $137,660.14; the council approved the payment list by unanimous roll-call vote.
